148. Democratic Deconsolidation as the Realignment of System Affiliation: Exploring its Patterns and Sources in East Asia
Doh Chull Shin
Author: Doh Chull Shin
Are consolidated democracies in Western Europe, North America, and the Asia-Pacific region starting to deconsolidate? This question has been vigorously debated in the scholarly community and policy circles over the past five years. To date, the debate has been exclusively grounded on the notion of democratic deconsolidation that equates it with a cultural property of a political community. As a result, little is known about how and why individual citizens engage in deconsolidating their consolidated democracy. To explore these questions, the present study offers an alternative perspective linking democratic deconsolidation with a psychological movement to realign their affiliation with democracy. From this perspective, the study analyzes the Asian Barometer Survey conducted in three East Asian liberal democracies and finds that pluralities of their citizenries are disposed to realign themselves with a hybrid or autocratic system. It also finds that personal experience with liberal democratic politics and access to socioeconomic resources, two significant influences on democratic consolidation, do little to keep East Asians from joining in the movement. These findings suggest that the deconsolidation of democracy not be equated with a reversal of its consolidation.

Abstract:
The propagation and establishment of liberal values can determine the overall trajectory of a democratization project and the character and embeddedness of liberalism in a polity can help determine whether a country will join the cornucopia of modern (i.e. liberal) democracies or end up as a deviant case. In this post-EDSA regime heralded by the victory of Rodrigo Duterte, the limits of liberalism in the Philippines must now be placed under renewed academic scrutiny in order to respond to the resurgent publicity of illiberal attitudes in the Philippines; a resurgence that is as immediate as it is drastic. Thus, in line not only with more recent advances in the study of populist attitudes but also with the current debates on Philippine political ethics, this study asks what is the nature of illiberal political attitudes in the Philippines? In addressing this question, this study will utilize a basic quantitative (descriptive and correlative) approach that will analyze the most recent wave (Wave 4) of the Asia Barometer survey. This study will generate hypotheses and preliminary observation for further inquiries on the political psychology of Philippine populism by focusing first on the illiberal dimension of the latter.
